Put the serpentine belt around the pulleys on your 2001 Chrysler LHS. Tighten the serpentine belt by pushing the tensioner pulley to the left. Tighten down the tensioner pulley and the serpentine belt will be tight.
Ther are two bolts for the eccentric on the rear loosen the bolts and turn the eccentric to tighten . Chain should have a quarter inch slack in the middle ( with rider on machine ). When you sit on machine the pivot tightens the chain so dont get it too tight it will break .
In the hub assembly there is an adjusted that is threaded you just simply tighten it and align your set screws accordingly and ya da
You should have 1 or more accessories with a slot. Loosen bolt on the one's with loose belt(s). Pry with a pry bar and tighten.

Its about a foot (or slightly less) in front of the oil drain bolt, but up about a foot as well, so you have to reach up to unscrew it. Its easy to see with a flashlight, you can't really mistake it. If the filter was put on too tight, it can be quite difficult to get off, so don't over tighten when you replace it.

Not sure what the torque rating is. wheel nut size for a 2001 aztek is 35 mm. general rule of thumb is finger tight, spin wheel and tighten nut till it stops. the torque value should be include with the manufacturer of the assembly.
The charcoal canister should be on the passenger side of a 2001 Cavalier. It should be close to the front bumper.
