It is normally considered safe to do so on a level or slightly inclined surface. If it is on a hill, you should use the parking brake as a precaution. Having said that, it is against the law in San Fransisco to park your vehicle on a hill without the wheels turned toward the curb. If the car were to slip out of park, it would roll to the curb and stop. San Francisco has cars that roll away on a daily basis in that city.
