If the car is ticking but not turning over when trying to start, it sounds as if it's an electrical issue. The ticking sound is probably the starter solenoid. It sounds like there's not enough current to engage the starter. (They require quite a bit of juice.) I'd suggest checking the battery, alternator, and battery cables.
The electronic ignitor keeps ticking when it is off because it is cooling off. The air hits the probe when the probe is hot, and it is trying to condense, or cool off, which causes the ticking.

This is a tough one as it could be a number of things related to either fuel delivery, (ie bad pump) or ignition related issues. In my case, my '98 S70 started to intermittenly stall while driving. Sometimes it would restart, other times it would not. After weeks of trying to diagnose, I had my mechanic make a 'road call' the last time it stalled & would not restart. Turned out to be the ignition module which he replaced & car is running great now
