age has nothing to do with it. the child has to be a certain height and weight.
It is safe and legal for a child of any age to sit in the front passenger side of the car. They must have the correct child restraint for their height and weight.
In the state of Ohio, you only have to be 8 years of age to ride in the front seat. But if you reach other standards your child will have to remain in the back passenger seat. To sit in the front, your height needs to be 4'9" or taller. In weight you must be over 60 pounds.

They don't nessicerily have to be a certain age, just a certain height. A good age is around 10 though. By then they should be tall enough to sit in the front seat. This is because if a child is under-height and the car was to crash, then the airbag could actually kill the child by breaking their neck.

It's usually determined by a child's height, not age. Once they pass 4'5" (in my municipality) they no longer have to ride in a car seat.

You must be at least 46" tall to ride in the front seat (this is what a cop told me when he pulled me over for driving with a child in the front seat). Age does not play a factor, only your height because of the air bag.
