It could mean either, or neither. In 25 years I've never heard bad shocks or ball joints squeak in any of my many vehicles. Replacing either of those things simply because of an undiagnosed squeak, would be foolish and costly. Squeaking could be caused by any number of different (and more likely) problems. Swaybar or control arm bushings can be squeaky, as can serpentine and V-belts, so can loose body panels, exhaust hangers, or maybe just some piece of road debris hung up under the car. Since we can't hear it over the internet, your best option is to take the vehicle to a mechanic, describe the noise, and have them take it for a test drive, preferably with you in the vehicle to point out the sound. When they come up with a diagnosis, get a second (and third, if you wish) opinion before going ahead with repairs.
