It should be behind the lower dash panel above the trans hump in floor. You need to remove that lower dash panel to gain access to it. Both signal and 4-way flashers are there.
Check the bulb, it could be blown.
If they turn on but don't blink, you probably need to replace the signal flasher relay.
Need to know what year S-10 you have.
It is inside the alternator.
The flasher relays are in the back of the glove box the fuses are on the left side of the dash and can only be accessed if the driver's door is open

mine is located on the drivers side of the dash
their localed on the steering colume. They are located on the top of the steering column, there is suppose to be a red peice up there that is a little slanted towards you. It is often broken off is someone has taken the dashboard off.
