Probably wore out ignition key or switch or needs lubrication.

Yes, most likely its the starter if the battery is fully charged and it still wont crank. When you turn the key, you should hear a click. That click is the starter engaging. No click, means the starter is no good.
Does it turn over? Does it have fuel, spark, compression? Is ignition timing correct?

theres probably a switch by your feet, if you press is and it doesn't turn to low beams, try pulling up the carpet the switch could be corroded and bad.
the ground wire running from the starter solinoid to the starter sounds to be bad

its probably the main relay that needs to be replaced
If they are the automatic hubs, drive in reverse for about 10 ft. Tranafer case has to be in 2HI(4x4 off).
You have to take apart the steering column, remove the steering wheel, remove the ignition switch, and it's a pain in the butt.
