It is normal. In order for you to create a spark, the coil has to open and close.
If the starter is still rotating the crankshaft upon turning the key in the ignition, AND there is a charge from the ignition coil to the distributor, the problem is most likely that 1. The distributor is improperly timed and/or calibrated for the engine in which it is placed, 2. The distributor is the incorrect type for the engine it is attached to, or 3. the mechanical linkages that spin the rotor are defective or incorrectly installed.

Number one is designated by where ever the spark plug wire from the number one cylinder is placed. Number one cylinder is the first cylinder on the the drivers side at the front of the car.
First you have to find the #1 cylinder. If you look at the two valve covers, the most forward one towards the front of the engine is #1.Then you have to get the piston up to top dead center or TDC. If you are lost here , leave it to a pro. When the distributor is then placed in, rotor should then pont to the #1 plug in the dist cap. Good luck
