The relay is probably sticking. Go to where all of the relays are and start unplugging relays until it quits.

The oil filter for a 98 Olds Regency is on the side of the engine. The filter is a screw on type.

It is inside the fuel tank.
My 91 did that and it was the ECM. It would jump to 40-45 while idling (Even tho the car wasn't moving) and if you were going down the road - it would jump to sometimes upwards of 100 mph (At 50-60 actual speed).
