Why does the speedometer on a 1988 Olds 98 Regency rise to 45 when ignition is turned on?

My 91 did that and it was the ECM. It would jump to 40-45 while idling (Even tho the car wasn't moving) and if you were going down the road - it would jump to sometimes upwards of 100 mph (At 50-60 actual speed).
