Usually the sizing in the UK are done like men's jeans here in the states. They use the waist measurement so a 9/10 would most likely be a 28/29.
It would be slightly dependent on how tall you are, but with your measurements I'm sure a 'size 0' would fit you quite snugly. If you're going for a baggier look then a 'size 1' would be better suited. I have a 24 inch waist and 33 inch hips, and a 'size 2' from Hollister are kind of baggy on me.
