It would be slightly dependent on how tall you are, but with your measurements I'm sure a 'size 0' would fit you quite snugly. If you're going for a baggier look then a 'size 1' would be better suited. I have a 24 inch waist and 33 inch hips, and a 'size 2' from Hollister are kind of baggy on me.

If you are talking about the ones from Old Navy, they are a bit higher waist. Not so high to be 'mom' jeans but comfy.

That is not small at all. A 46 inch waist is not petit. Now the jeans vary on your figure. Consider the size hips you have.
