Normally if mailing with the USPS it is now .45 cents (you can purchase Forever Stamps which will be good forever even with a postal rate increase) as long as it is not overweight or bigger than the average size office envelope. A standard rate stamp (.45) will take a letter anywhere in the continental US, regardless of the zip code. (keeping in mind the size and weight)

The reason you need a stamp to mail a letter is because the stamp is the proof that you paid for your letter to be delivered. Instead of paying the mailman directly, and waiting for him to come to your house so you can pay the mailman to deliver your mail, the stamp proves that you paid for the delivery of the mail.
