No, the legal age in any state is 18 without parental consent; no proper piercing shop will pierce you without parental consent. Please don't pierce yourself or get it done without proper sterilisation and procedure!
Nope, not in any state, at least not by a professional or anyone else that charges you for it for that matter. If you lived in Australia, you could get one when you were 12!
you can be 13+ to get a facial piercing if you have a parent consent if you do not have a parent consent then you have to be 18 years old
In the state of New Jersey, you can get a body piercing as young as the age of 16 with proper parental consent, i.e.; BOTH parents present at the time of paperwork completion and for the procedure, both of their state issued ID's, and a copy of your birth certificate. Even with the age of 16 stated, most shops still won't perform work on you if you are under the age of 17. If you were to not have permission and the needed paperwork, you would then have to wait till 18 years of age.
Like you would without a piercing in it. You want to keep things like facial scrubs and skin treatments away from the piercing, these can cause issues for the piercing during the healing process.

Under age 18yo, one cannot receive any "medical" treatment without the consent of their parent or legal guardian. For ethical reasons, I would not inject a minor for purely cosmetic concerns. However, if the situation was considered "reconstructive" (ie as result of facial asymmetry for trauma or some disease process), I would consider the circumstances.
