In the state of New Jersey, you can get a body piercing as young as the age of 16 with proper parental consent, i.e.; BOTH parents present at the time of paperwork completion and for the procedure, both of their state issued ID's, and a copy of your birth certificate. Even with the age of 16 stated, most shops still won't perform work on you if you are under the age of 17. If you were to not have permission and the needed paperwork, you would then have to wait till 18 years of age.

It really depends on the studio and their own rules. I live in Massachusetts and I know of a few piercing places that will not preform any facial piercings on children under 14. Some places will even let your parents sign for you so that they don't even have to be there when you get pierced, you usually have to be 16 for this.
