In the state of New Jersey, you can get a body piercing as young as the age of 16 with proper parental consent, i.e.; BOTH parents present at the time of paperwork completion and for the procedure, both of their state issued ID's, and a copy of your birth certificate. Even with the age of 16 stated, most shops still won't perform work on you if you are under the age of 17. If you were to not have permission and the needed paperwork, you would then have to wait till 18 years of age.
