Yes, you can get highlights without bleach by using hair dye that lifts color without the harshness of bleach. Techniques such as balayage or using a color-depositing product can create a highlighted effect with less damage to the hair. Additionally, some brands offer high-lift hair colors that can lighten hair while adding highlights. It's important to consult with a professional for the best results based on your hair type and desired look.
You can't get highlights without bleach. Hair colour doesn't lift hair colour. Only bleach does.
Aside from bleach, you can also use hydrogen peroxide (H2O2) to bleach hair.

No, highlights are bleach which is different than color. Color coats the hair, while bleach removes pigmentation from the hair, to take out highlights you have to either color over them, or wait for them to grow out.
The sun can bleach your hair naturally.

Yes, it IS possible for a dark haired person to have highlights. I specialize in this and I always use bleach, and depending on how dark the hair is and how blonde the client wants her hair, I either use a 20 vol or 30 vol developer. I also use professional bleach, but you can find some decent bleach at Sally Beauty.
The best way to color over highlights is to bleach the hair and start over. This should not be done often.
Yes they can but only if you request that you don't want to use bleach or you can request them to bleach it but not touch the root like say you want the bleach half a centimetre away from your hair root. That's what I did; the first time I dyed my hair, my hair dresser said I had to bleach it and so she did, I told her not to make the bleach touch my hair root and she placed the bleach about a half a centimetre or a centimetre away and the colour looked fantastic! If you really don't want bleach touching your hair at all, just tell your stylist not to use bleach but the colour might not be as vibrant and obvious and it might be a total waste of money if you used it without the bleach and the colour didn't show. But it'll most likely show brightly in the sun :) Hoped this helped! Good luck xo
