Bring to boil means just wait for the water to start bubbling, then turn the heat down to let it simmer. Simmering is still boiling, but it isn't at as high of a temperature, so when the water starts boiling then turn it down to let it simmer, there is no need to keep it on high heat for any longer than it takes to make the water start boiling.
She was so full she was about to burst.
usually you have to put a cup of water to every cup or so of rice. Bring the rice and water to a boil. Boil for about 10 minutes, and then remove from stove and cover. Don't remove cover until you think most of the water has been absorbed into the rice. :) pretty simple
well it does hurt when you have a burst ear drum so no it is not OK
I think you mean 'boil off' not 'off boil' and by this the recipe or person, etc, means to boil off something such as all of the oil in the foods so that it is not greasy when you get the result. ~Singer
