If you are talking about your belly button..then it's probably because your piercing was infected and didn't have the proper treatment prior to taking it out. Same thing happened to me.. it was such a pain but after a few months it went down so it should go back to normal..Hope this helps :)
(If this had actually been from an infection, the bump would have gotten worse and severe problems would have occurred. If you suspect an infection in a piercing you should never take the jewelry out as this will prevent proper drainage and create an abscess, which can become septic.)

As long as there is jewellery in the piercing the piercing will not scar, it will form new tissue that makes up the piercing. If the jewellery is removed before the piercing is allowed to heal completely this tissue will join together and form scar tissue.

Well as long as there has been no issues with the healing of the piercing, and the piercing has been allowed to season (is over a year old) the entry and exit points will be about the same skin tone as the surrounding tissue. So the "scar" wouldn't be too noticeable.
