Targeted weight loss is pretty much impossible except through Liposuction. It's all about diet and exercise. You will have to settle for losing some weight all over.

Certain exercises like squats, leg raises and lunges are only good for toning the thighs after losing the fat.

Therefore, first change your eating habits. Eliminate or strictly limit (apart form the occasional treat) refined (processed) carbohydrates. These foods are a major cause of excess body fat and many diet related diseases. If you are unsure what these foods are, you will find a list, further down this page. listed under Related Questions.

Eat a lot more calories than you can burn. Unfortunately, you can't just make your thighs fat. You will have to get fat all over.
