Nothing will completely block all UV light and stop you from tanning. An SPF will simply delay the amount of time it takes for you to receive MED's (minimal erythemal dosage). So in theory, a SPF 30 vs an SPF 8 will allow you to spend more time in the sun and delay the tanning process(by minimizing the penetration of UV light)

It is proven that people with light skins, are best protected when using a SPF 50 sunscreen and upwards. Sunscreen has SPF ranging from 8, all the way up to 70. Depending on your skin tone, it is better to be too careful by protecting with a high number SPF.

The SPF in the sunscreen plays no role in how many hours you can go without reapplication. If you need to quickly reapply your sunscreen after any water or exercise activities I highly recommend looking for a different brand. The Coppertone brand that I use, needs to be reapplied once every 8 hours even after sweating or water play activities.

Tanning beds have a "max" time. Work up to the max time minute by minute and do not tan longer than the max time. tanning beds are usually 10,15,or 20 minutes. The less max time the bed has the better and more efficient it is.

I am not sure if you are looking for specific brands, but my understanding is that really dark skinned/black people need a sunscreen with spf ranging from 8-16
