You can repierce it just about any time.
You can get it done again once you're sure the piercing is healed inside as well as out.
A pierced belly closes quickly if you have not worn a ring consistently for about a year. If the hole closes, it may just be partially closed and it can be "punched" out again easily.
No Having any form of lump or bump next to a closed piercing indicates there is some form of issue with the piercing. This also depends on how long the jewellery has been out of the piercing and how long you had the piercing before removing the jewellery. It may not need to be repierced but simply tapered to open it enough for the jewellery to be replaced. Oral piercings don't close they generally just shrink.

As long as it takes. Not every piercing will close within moments of taking the jewellery out, there are other aspects that come into play. Length of time you had the piercing, the size of the jewellery, healing issues all these affect how fast a piercing will close. So as long as the jewellery is out the body will deal with it as it sees fit.
Normal placement is 3/4" from the tip of the tongue to the top ball. If your tongue is unusually long placement can vary slightly. If you remove the piercing (no sooner than 72 hours from the time the piercing was first done) you will need to wait at least 3~4 weeks from removal date to get the piercing redone. The tongue swells and distends once it's pierced so we need to be sure this swelling is gone and the old piercing had healed up so there is no bump or distension from the old piercing to interfere with the new piercing. edit: did you know people get (not uncommon either) brain abscesses from their tongue piercings? be careful, because this is definitely one of the most dangerous areas to pierce considering how close it is to your brain stem.

Well chances are good that the piercing may not close, it depends on how long you had the piercing before the jewellery is removed. Most of my clients get the jewellery replaced with a PTFE barbell which is ultra flexible made of surgical Teflon they manage to keep the piercing right through to delivery with no problems. If you have had the piercing for over a year, chances are good the piercing wont closed but it will shrink without jewellery in the piercing. You can get the jewellery put back in by seeing your piercer and having them use an insertion taper to reinsert the jewellery.
It depends on how long you had the original piercing, how big or what gauge the piercing happens to be, and the state of your over all health. If you are in good shape and the piercing is fairly new then things should heal up in about 6 to eight weeks if the jewellery is removed soon enough.
