It is not the best eyeshadow out there, but it's also really cheap, especially for the palettes. In my opinion it's definitely worth the money. If the colors don't look bright enough, wet the brush before you apply it.
I think that a good age is probably around 13. Maybe limit the eye makeup to just natural looking eyeshadow and mascara, though. I feel that heavy colors and dark liners can wait until high school. :)

Personally I've never liked blue eyeshadow and not everyone looks good in it. When you allow your child to start wearing make up is really up to the parents. Blue eyeshadow is more suitable for going out at night and have a more natural look during the day.
A better, longer lasting, more natural way to do this is to apply the dark red lipstick first, and then get some black eyeshadow and apply it over the lipstick then rub it all together. Keep in mind that the eyeshadow must be applied very evenly and lightly; a good way to do this is to take a blush applicator brush and get the eyeshadow on there, then brush it on.
