Whether or not a mute person can whisper can depend on a lot of things. Firstly, why they are mute. Another factor is how long they have been mute and the circumstances surrounding it. Some mutes can whisper, some can not, and some choose not to.
I have never spoken. I can whisper, however it is very distorted. I never had any practice making mouth shapes for sounds. It also takes a lot of effort on my part. Therefor, I choose not to make use of whispering. I find writing and sign language to be my communication methods. I also use a variety of mouth sounds, such as chht-chht, and whistles. I used to use tongue clicks as well, but dental work following a car crash left me unable to make that sound with my mouth.

I have also heard people being in car accidents and losing their voice. I suffered a severe vocal cord injury at the age of ten (now I'm 33) which left me without the ability to speak/ or make the sounds that one would associate with words. So it would not be what one would call selective.
