A specialized cell is a cell that is different from the average cell e.g a red blood cell is specialized because it is doughnut shaped so oxygen can travel through them. Or another example: Guard Cells: the guard cells are on the bottom of leaves they can open and close depending on if how much water the leaf has for if it has too much water it will open and let water out but if the leaf as too little water it will close to keep all the water inside the leaf

On the other hand a non-specialized cell can develop into any cell it wants within the organism it inhabits. For example an embryonic stem cell is a non-specialized cell as it can become a neuron or a cell within tissue etc... hope this can help you

Think of it like this: A typical cell contains all the organelles that that type of cell can contain, so a typical animal cell would contain all organelles except for the ones found in plants; chloroplasts, a central vacuole and tonoplast, a cell wall, and a plasmodesmata. A specialized cell wouldn't contain all of these organelles, they would only contain the ones necessary for them to perform their functions efficiently. For example, muscle cells have much more mitochondria than skin cells, as they need the increased ATP production to function efficiently.

To give the short answer, A specialized cell doesn't contain all the types of organelles for that cell type (Plant, Animal, etc.), typical cells do.
