if vegetation decreases then the food supply for prey becomes very limited, some prey might not get enough food intake and die, this could happen reguarly and therefore prey would decrease.

By the way if this was to happen then predators would become limited too because they wouldn't have enough prey to eat.

All in all there wouldn't be enough food to go around and therefore prey would not have enough food and all prey could die off. (This is incedibly unformal)
