No. If she suggests it, then she does not love him. If she offers and he accepts, then he doesn't love her.
More than likely her "low sex drive" is emotionally caused. Perhaps the husband does not use romance and gentleness with her. "Maybe" a lot of things, but the result is for them to take advantage of couples counceling or possibly, individual therapy for her.
