Testosterone level doesn't necessarily correlates to these things as much as genetic predisposition does. If your male relatives are tall, then likely you will be too. If your male relatives are hairy, then likely you will be too.

Do men become more hairy as they age?

Short answer, yes. Most male secondary sexual characteristics are completely developed by the completion of puberty, which can be anywhere from about age 15-25 in most men. However, a few things continue to grow and change after puberty stops. The ears and nose both continue to grow in size until you die, however very slowly. A few skeletal structural changes may occur in the mid, to late 20's, like a broadening of shoulders, or a squaring of the jaw. Most men get the adult hairline at about 15-25, which is a slight recession, which most men get than stops, and doesn't lead to balding (not the same cause as male pattern baldness), lastly a man will keep growing thicker, darker, coarser, and more body hair as he ages, perhaps well into his 30s and beyond. The hair grows in patterns. Around age 15 or so you may notice a few chest hairs, by 17 you'll probably have a treasure trail, hair around your nipples, and a small amount of hair in the middle of you chest. Your legs and arms will also be hairier, as will your buttocks, perineum, pubic area, and face. Over the next few years your chest of stomach hair spreads outwardly. By 19, you'll have a bat shaped chest hair pattern, that will be quite light in colour, and your stomach hair will have spread from your treasure trail toward your obliques. At this age back hair growth will start. By 21, your entire chest might be covered in hair, and it will thicken and darken in some men by age 25, and from 25 on, your back hair will thicken and darken, and cover more area. This is why most men over 35 are a lot hairier than men in their 20's and early 30s. However, some men will have a body hair peak at around age 17 or 18 in which their body hair will be darkest and thickest, and then start to lighten and fall out, leaving only peach fuzz. This is rare however. But I have noticed it in a few of my friends. They were hairier in around senior year in high school, and have since reverted back to being less hairy. Also, those young men who get very hairy at age 17 or 18 tend to go bald on their heads by the time that they are 25, so its not always a good thing to be so hairy when only 18 or younger. My experience is hair does not stop growing on your chest or shoulders even by age 66, the age I am, the hair on my never trimmed chest or shoulders is now almost 6" long and still growing slowly, I am I bit thinner on my head, although I still have quite a lot of hair on top. UPDATED 24th-04-2016 The degree of hairiness is decided by the different sensitivity of skin follicles of individuals to testosterone, this is genetics..........................For example, with same amount of testosterone, the guy will be more hairy than others if his skin follicles are more sensitive to testosterone...................................... Women's skin follicles are most sensitive to testosterone, so had women have same amount of testosterone in their body as man do, they would have become super super hairy! Fortunately their testosterone level is minimal.................................................. Now when it comes to explain why men will grow more body hair as they age, it is very simple.................................................. When men grow older, the skin follicles are not as functional as before, the follicles are more sensitive to testosterone despite testosterone level has dropped due to age.

Does testosterone affect hair on legs?

Do you mean high levels of testosterone? My legs are hairy, and also my chest, what I know is that some people say that higher than normal levels of testosterone can affect hair on their heads, but I don't think that can happen to hair on legs. If you want more hair gowing on your legs, shave them regularly and you'll see how hair grows stronger and thicker.
