A control setup is basically, under the most perfect environment for what ever you want to happen. e.g. a plant growth experiment, control test would be water, the plants would be under a UV light, and the plants would be watered regularly.
In an experiment, you want to manipulate one variable only. That way, you will be able to draw a conclusion about how differences in that one variable affect whatever system or organism you're studying, since that variable was isolated.
Both the control and the experimental setups are run in the exact same conditions, except for that one difference. Otherwise, there might be other factors affecting the results, so that you could not draw any conclusions about that variable specifically.
An example: say I wanted to test how the presence of cadmium affects a mussel's heart rate. I would have at least two tanks, one for the control and one for the experimental. The tanks should be at the exact same temp, same size, same amount of water, same amount of sunlight, and same number of organisms in each tank. However, the experimental would have whatever concentration of cadmium I was testing. Then, I'd apply the heart rate monitors (usually a sensor you attach to the mussels, above the hearts) and test at exactly the same time for the exactly the same amount of time. Since every other aspect of the experiment was the same for the two tanks except for the cadmium, I'd be able to say something about how the Cd affects heart rates.
