Generally speaking, various proteins and minerals disolved in the water can increase the surface tension, and bacteria, fatty acids, and certain proteins living on the water surface will increase the hydrophobicity there. You'll notice that there's more peraling in a tank where the water has been there a while as compared to one where the water is fresh.
