A Cell contains organelles and is surrounded by a cell wall or cell membrane. A cell membrane is what goes around the cell and is made up of phosolipids.
When the membrane potential becomes more negative it is being hyperpolarized. Remember the resting membrane potential is already at a negative state (~70mV). So if you are making a comparison of a membrane potential that is hyperpolarized in comparison to a resting membrane potential, the resting membrane potential is said to be more depolarized. When the membrane potential becomes more positive it is called depolarization.
A cell membrane is also known as a plasma membrane or cytoplasmic membrane. The cell membrane separates the interior of a cell from its outside environment. The main function of a cell membrane is to protect the cell from its surroundings.
the cell membrane is as flexible barrier outside of the cell.

I'm not sure I would agree with "the food court", as the cell membrane allows things in selectively, as needed. Maybe the doors of the mall would be a better comparison, although "the food court" is OK too.

The outer boundary of a general animal cell is the cell membrane.
There are multiple membranes in a cell. Two of them are the cell membrane and the nucleur membrane.
