Selectively permeable means that only certain substances are able pass through the cell membrane.

A selectively permeable membrane is a membrane that only can be permeated by selective things, in other words a surface that lets some molecules in but not others. Like a cell membrane will let water diffuse into it :)

A membrane that is "selectively permeable" will allow some molecules and ions to pass through easily (by diffusion or facilitated diffusion), but not others. A membrane may be semipermeable for many reasons - molecule size (small pores can allow small, but not large, molecules to pass through), solubility in the membrane (for instance, fat-soluble molecules can pass through a lipid membrane), or other factors.

A selectively permeable membrane means that only some materials are allowed to pass through the lipid bilayer into the inside of the cell. Large molecules are prohibited from entering no matter if they're polar or nonpolar. Ions, large or small, will not pass through since they are charged. Small, nonpolar molecules will be able to gain entrance since the inside of the bilayer is made of hydrophobic fatty acid tails. Some small polar molecules will pass through; for instance, water.
