Rough endoplasmic reticulum (RER), is given it's name because ribosomes attach to the outer side of the membrane.
Rough endoplasmic reticulum is involved in the manufacture of membrane. The plasma membrane is a selective barrier, regulating the passage of material into and out of the cell.
Rough er has ribosomes attached but smooth er does not. Rough ER is covered with ribosomes and looks "rough" through an electron microscope. Smooth ER lacks the ribosomes and appears as a smooth membrane. On the lighter side: The way it feels to the touch?
The endoplasmic reticulum is involved in these intracellular activities. Specifically, the rough ER is involved in intercellular transport and smooth ER is involved in the sysnthesis of membrane lipids.
The Smooth ER has no ribosomes on it and the Rough ER does. :) How simple is that?
