Root hairs branch out all over the roots. By doing this, they vastly increase the surface area of the root system.

Roots can only absorb water from the soil if it's touching that moist soil.

By increasing the surface area of the root system, we're making more of the root system touch more moist soil, allowing the plant to absorb more water and nutrients.

It wouldn't be able to absorb as much water from the soil due to loss of surface area, and depending on the amount of water in the soil around the plant, the plant could die or not be affected very much.

If it is an aquatic plant (free floating or submerged), nothing would happen because in such cases the water is absorbed by all somatic cells in contact with water.
