Unfortunately you can only find Alian Power Cells near the Alien Captain North of Horowitz Farmstead. CAUTION: If the Alian Captain sees you he will sprint off into the distance where you will never be able to find him again so i suggest that you use a stealth appraoch or an explosive weapon such as a missle luancher or a grenade.
P.S When you find the Alin Blaster on the Alian captain he has 150 Alian Power Cells and this is it for the whole game so use them wisely.
