Energy has to be put into water to change its molecular makeup (2H20 -- two oxygen atoms and four hydrogen atoms combine to form one molecule of water). When you put enough energy into a water molecule, it breaks up into hydrogen and oxygen, which can then be re-burned to produce water again.
