Sperm have a long way to go and not very long to live so they pack light. They don't need ribosomes, roughER, Golgi apparatus, etc. They only need a sack filled with DNA, a flagellum, mitochondria to power it and a way to get into the egg if he's lucky enough to make it that far.

Because most of the space needs to be taken up by the nucleus and acrosome.

The nucleus so it can carry the genetic information and to control the cell, as the sperm cell is very complex. The acrosome needs to take up a lot of space, as it is very important due to it being the part of the cell that needs to get itself into the egg to fertilize it

The sperm do not have very much cytoplasm. This is because each sperm contains a full library of genetic material which takes up the space.
