Paper has a rough and a smooth side because before paper is really paper, it is a fluid paste. This paste is spread in a thin layer across a very very fine wire screen which allows it to dry on both sides evenly. The top of the liquid paper forms a perfectly flat, smooth surface, as any resting liquid does. The bottom side is slightly roughed by the texture of the wire mesh.
The difference between rough and smooth is the texture. Rough things have a bumpy, abrasive texture. Smooth things have are not rough.
