Well think about it! Plants need sunlight to produce energy for themselves and grow.
The leaves absorb the sunlight,thus, other leaves don't shade other leaves, cause all the leaves need sunlight.
P.S. I'm not too sure if all plants arrange their leaves that way, you may want to check your sources.
