But also, feeding all seeds are not supposed to be your budgie's (or most of the parrots) main diet. I recommend 80% of your budgie's food to be PELLETS, since seeds does fill your budgie up, but doesn't give nutrition to them. Also, some more vitamins and fruits should also be included in the diet!
Always feeding seeds to parrots for a long time can lead to problems such as: nutritionless, feather not as bright, not playful (sleepy) or even more severe problems. So a combination of different foods (pellets, seeds, fruit, sea shell powder, vitamin, etc) would be wonderful for your loving birds!
I think this budgie loves his toys too much. Birds usually only throw up food from their crop to feed either their mates or their chicks. Or he may be sick. It sounds as if your budgie thinks it's toys are it's mate, so I think the best thing to do would be to remove them. If your budgie continues this behavior, you might want to take him to the vet's to get him/her checked out.

Yes you can hold your budgie. There are two ways to hold your budgie one way is to carefully put your hands over his/her wings and pick him/her up but I find that most budgies don't like to be held that way. The other way is to put your finger or your hand against his/her stomach and push lightly against it and he/she will step onto it.
