It's hard to answer this question because you didn't specify which eagle you are wanting to know about. Here is two that you can see: Bald Eagle- Regular flying, 20-30 miles per hour, diving, about 75 miles per hour Golden Eagle- I'm not sure on regular, but they can dive at 150 miles per hour
