first SEPARATE THEM. Buying 3 budgies at a time will have on for certain outcome they will never like people as much as if they were separated and therefore be nervous around people. After separation if you can put them in a room (once a day at least) and slowly come nearer to them and get progressively closer so they can get accustomed to peoples presence and they will over time overcome their nervousness.

Above all it takes time for budgies to get accustomed to new places and things. This process can be as little as two weeks up to a couple months or so.
