Flour might work, but many bird books recommend keeping a coagulating agent on hand. Birds can get a "blood feather" which is a malformed feather that doesn't mature. The blood vessel stays open. Blood feathers have to be pulled, then you use a clotting agent if necessary. Google "blood feather" for more complete information.

here are some ways to tell:

• legs will be swolen
• they will not walk/run around
• they might sit in the same spot for a long time
• they might be dead if they can not climb across a perch to get food (in this case put a small bottle cap of food and water next to them)

Your local zoo will have phone numbers and contacts to licensed wildlife rehabbers who know the best ways to care for the bird. Fright, infections and the right sort of food to feed a bird are beyond the skills of most people.
