I think you have the wrong idea here. No penguins can fly. They weigh around 900 grams on average and their body weight is too heavy for them to be able to carry it while in the air. Also, it has something to do with the type of feathers and the skeleton structure. Birds need a special type of feathers to be able to fly. They can 'fly' underwater because they are water dynamic, but not aero dynamic.
