This is absolutely wrong. Though, to be sure, it is a real inconvenience that one must have a permit to own a feather found lying on the ground, it is a law that is in place for good reason.

The government has no way of knowing (and likewise, you have no way of proving) where, when and how your feather was obtained. You could have found it while on a hike or you could have illegally shot an owl to get it.

For example: One person could own ten owl feathers (or those of any other raptor) which were found over the course of months of treks in the woods. Another person traps and kills wild owls and collects ten feathers. Both of these people show you their finds. Now, can you tell who's the poacher? Neither can the government.

The U.S. does its best to allow for native (and all other) religious practices. This is why peyote is available legally to native tribes and not the rest of us. But even they have to prove who they are and how they will use this permission (to own and use but not to sell). The same goes for feathers.

Contact the Fish and Wildlife Service to see what you'll have to do to get a permit for owning raptor feathers in your state.
