If you know what state the boat was registered last. you need to figure out where that state registers there boats for example here in Las Vegas we go to the department of wildlife, and Utah uses its own department just call them up and if that state has public records to registered owners then they can tell you but if they have a privacy act in place then your pretty much screwed cause you wont be able to get that info unless you have some info to go by I know cause I'm doing it right now hopefully this helped
