In regular traffic, it takes about 45 minutes to get from Vancouver's airport, which is located in Richmond, to the cruise ship terminals that are located in downtown Vancouver. Morning rush hour is heavy from 7am - 10am and afternoon rush hour is from 3pm - 7pm, so give yourself extra time during these periods. Also keep in mind that there are two cruise ship terminals: Canada Place and Ballantyne Pier - they are about a 5 minute drive apart. With the introduction of the Canada Line rapid transit system in 2009, the train from the airport to Waterfront Station (2 blocks from Canada Place) takes less than 30 minutes.

I am pretty sure cruise ships are built in dry docks where they can be flooded to float the ships. This is something i saw on Discovery channel on tv. Once the ship is complete they can flood the dock to float the ship to the ocean.
