There should be no confusion, there is ONLY one instance where "right of way" is defined, Rule 9. There is only Stand-on vessels and Give-way vessels.

From the 1972 Convention on the International Regulations for Preventing Collisions at Sea (72 COLREGS) International

Lights and Shapes

Rule 21

Definitions(b) "Sidelights" means a green light on the starboard (right) side and a red light on the port (left) each showing an unbroken light over an arc of the horizon of 112.5 degrees and so fixed as to show the light from right ahead to 22.5degrees abaft the beam on it's respective side.

There are more uses for a green light on a vessel, but this will be the most common. Please refer to the Navigational Rules of the Road link below.

What does it mean when you see a red and green light on another boat?

If you see both the red and green lights but not the white one, the boat is coming right for you and something's wrong because the white light has to be visible from any angle for a distance of two miles. <<>> If there's no white light it's a sailing boat. If you see red and green the boat is under sail and you are lined up with its bows. A small motor boat also needs a white light high up and visible all round.

What do the res green and white lights on another boat tell you at night?

At night, the red and green lights on another boat indicate its direction of travel. A red light on the left (port side) and a green light on the right (starboard side) mean that the boat is facing you. If you see only one of these colored lights, it indicates that the boat is moving away from you. This helps determine the other vessel's heading and ensures safe navigation.

What does a red and green light indacate when seen together at night on a boat?

Spotting a red and a green light on a boat at night is an indication that the boat has its bow pointed in your direction. If the boat is under way, it's coming at you.The red light is on the port or left side, the green on the starboard or right. These lights cannot be seen from dead astern, and only one color can be seen from beside (abeam) of the vessel.

What do red and green lights on a boat mean?

The red and green lights on a boat are side lights and assist in determining the direction the boat is facing. Red lights are on the port, or left side, while green lights are on the starboard, or right side. If you see only one side light, you are looking at that side of the boat. If you see both lights at the same time, that means that the boat is either headed towards you or away from you. If the red light is to the right, the boat is coming towards you (Red-Right-Returning). If the green light is to the right, the boat is going away from you. If you see red green and white light on another boat what does this tell you?

The port side of a vessel carries a red light, whilst the starboard side carries a green one. A white light would be either in the centre to act as a headlight or extra illumination for the benefit of other vessels, or on the masthead to indicate the height of the boat.
