It's what's called a servo on the motor. It's like a gate that lets electricity flow to the starter. If all you hear is a click, then either:
A) the battery does not have enough "juice" to turn the starter or
B) the starter will not turn.
Try another battery or charge that one.....and make sure it's in neutral.

Mercury Marine began producing four-stroke outboard engines in the late 1990s. The company introduced its first four-stroke outboard, the Mercury 4-Stroke 15 HP, in 1999. Since then, Mercury has expanded its four-stroke lineup, focusing on performance, fuel efficiency, and environmental compliance.
Mercury Marine began producing outboard motors with electronic fuel injection (EFI) technology in 1989. This innovation allowed for improved fuel efficiency and performance in their engines. EFI has since become a standard feature in many of their outboard models.
ELPT on a 50hp Mercury 4-stroke outboard stands for "Electric Start, Long Shaft, Power Trim." This designation indicates that the outboard features an electric starting system, a longer shaft length suitable for larger boats, and a power trim feature that allows for easy adjustment of the motor's angle while underway. These features enhance the convenience and performance of the outboard in various boating conditions.

The 9.9 hp Mercury outboard was designed with start in gear protection. The manual start model is equipped with a lock-out, preventing use of the pull rope. The electric start model utilizes a micro switch, which breaks the start circuit at the solenoid. As with anything mechanical, adjustment is needed periodically, and in some cases, these safety mechanisms may have been disabled by someone.
