The new hood is probably aftermarket. Most of the time, aftermarket parts don't fit exactly. On hoods, it is usually at the corners by the windshield. The used one may be factory and since they both have to be painted, I would go with the used blue one. That is assuming it doesn't have any damage, hail dents or rust. It shouldn't take any more paint to paint it than the new one.
