Are alkaline batteries harmful for the environment?

Because alkaline batteries do not exhibit the characteristics to be classified as a reactive or ignitable waste; and because the batteries pass the Toxicity Characteristic Leaching Procedure (TCLP) test; and because the batteries do not meet the required definitions to be a corrosive waste, alkaline batteries are not hazardous waste under Resource Conservation and Recovery Act (RCRA). (Mercury was phased out of alkaline batteries in conjunction with the "Mercury-Containing and Rechargeable Battery Management Act," passed in 1996)

States can be more restrictive than the federal government, but most states classify alkaline batteries according to RCRA regulations. However, some states, have more rigorous regulations. The hazardous waste characterization requirements of Alaska, California, Minnesota, Rhode Island and Washington include a bioassay component. Additional states such as South Carolina regulates all types of batteries as special waste.
